There is no known Board vote authorizing the repeated hiring of off-duty officers, making this the <strong>fifth or sixth reported instance<\/strong> of this apparent pattern. These reports have been sent to City of Plantation Internal Affairs, yet no disciplinary or policy changes appear to have occurred. Importantly, <strong>no violence or threats of violence have been committed by the whistleblower<\/strong>, while alleged hostile behavior from Board supporters has been captured on video, including alleged physical handling of a unit owner by the Treasurer on 4.23.24.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Emails with Sgt. Despite this, corruption and retaliatory abuse continue to flourish. The DBPR\u2019s limited investigatory authority and the City of Plantation\u2019s refusal to open formal investigations have rendered even these enhanced resources ineffective.<\/p>\n\n\n\n<p>This case appears to illustrate how enforcement funding is not translating into justice or protection for homeowners. It raises serious concerns about <strong>fiscal accountability<\/strong>, the <strong>effective use of taxpayer dollars<\/strong>, and whether the system has been compromised by the very actors it was meant to regulate.<\/p>\n\n\n\n<p>We now call on oversight agencies, the media, and federal authorities to expose this structure of abuse and ensure these taxpayer-funded protections are meaningfully enforced\u2014not just published as political wins.<\/p>\n\n\n\n<p>This correspondence and accompanying exhibit will also be submitted as part of a broader <strong>RICO investigation request<\/strong> involving alleged collusion, organized retaliation, and alleged coordinated misuse of authority by members of the Omega Villas Board, contracted vendors, and affiliated law enforcement personnel. These materials will be forwarded to the Florida Department of Law Enforcement, State Attorney General, and federal authorities as necessary.<\/p>\n\n\n\n<p>The City of Plantation has been repeatedly informed of these issues through formal communications with Internal Affairs, forwarded emails to police administration, and public meetings. Despite extensive documentation\u2014ranging from verbal testimony and contractor complaints to physical video evidence and DBPR filings\u2014the City has not initiated any formal investigations into the potentially criminal misconduct documented here. This inaction has allowed the Omega Villas Board to continue its retaliatory practices under a perceived shield of municipal protection.<\/p>\n\n\n\n<p>Assistant State Attorney Margaret Carpenter has been reviewing these matters since April or May 2024 and has acknowledged that no prosecutorial action can be taken until an official investigation is opened. The City of Plantation is fully aware of this limitation, yet continues to ignore mounting evidence and pleas for intervention. As such, their failure to launch an investigation not only enables continued abuse but also directly obstructs state-level accountability efforts.<\/p>\n\n\n\n<p>This Exhibit, paired with public records, complaint filings, and testimonial evidence, reflects a concerning and coordinated misuse of authority.
