My name is Shawn Martin, MBA. I am a longtime professional in insurance regulation and compliance, a licensed business owner, and an elected board member of the Omega Villas Condominium Association in Plantation, Florida.

I purchased my home in 2007 and have spent years working to protect not just my property, but the rights and financial well-being of every owner in this community.

I have spent decades helping companies navigate regulations, build accountability, and operate ethically. Yet nothing prepared me for the level of concerning misconduct, persistent silence, and systemic failure I encountered in my own neighborhood.

Why I Became a Whistleblower

After winning a lawsuit in July 2023 for long-term water intrusion in my unit, I attempted to sell my home. Shortly after, in October 2023, my monthly maintenance fee abruptly rose to more than $1,000, with little clear justification beyond insurance costs. The timing—immediately following my court victory—raised concerns about possible financial retaliation.

  • December 2023: Severe new interior water intrusion began.
  • March 2024: Licensed contractors discovered multiple knife-like cuts across my flat roof covering two bedrooms and two bathrooms.
  • April 2024: Reports surfaced that insulation had been removed during construction and not replaced.
  • Late 2024: Unauthorized furring strips were installed, causing structural shifts of up to 1.5 inches in some walls.
  • December 2024: Owners learned they were being assessed thousands for window replacements they never voted on.
  • April 2025: City fines reportedly exceeded one million dollars.
  • 2024–2025: Despite multiple agency complaints, regulatory responses remained minimal.
  • 2023–Present: Owners who questioned these practices—including myself—faced retaliation, public disparagement, and intimidation.

These developments are now under review by investigative journalists, state legislators, and federal oversight entities.

Supporting documentation, including Exhibits A–AA3, has been submitted to DBPR, Internal Affairs, and multiple state agencies.

We continue to advocate for a formal investigation and, if warranted, RICO review, as patterns of systemic failure appear to span more than 17 years.

Why I Document Everything

o ensure transparency, I began preserving every detail:

  • Published more than 120 videos documenting construction, meetings, and misconduct.
  • Filed nine DBPR complaints, one Florida Bar complaint, and multiple state escalations.
  • Built an extensive library of emails, inspection reports, fine notices, and testimony.

Board President Mocks DBPR Complaint on Record

During the June 26, 2024 Board Meeting, Omega Villas Board President Patty Sabates publicly read from a formal DBPR complaint—not to acknowledge its seriousness, but to mock it in front of the entire Board and an on-site police officer.
Her tone? Confident. Almost theatrical. But it begs the question:

Was this a deliberate strategy?
Or did she know the City, DBPR, and others would protect her regardless of the allegations?

Omega Villas at a Glance: Concerns of Corruption, Cover-Ups, and State Inaction

This journey began in 2008, when I first raised concerns about unlicensed contractor activity and city citations tied to board mismanagement.
By 2009, after the Board hired a law firm to counter those concerns, I paused my efforts due to limited resources. Yet the same patterns seen today—retaliation, legal intimidation, and financial opacity—were already visible then.
In 2023, unable to sell my home due to new construction defects, I re-entered the fight—this time fully documenting every event.

Since then, evidence has revealed:

Over $10 million in potential exposure linked to construction irregularities, including missing insulation, unauthorized furring strips, forced window replacements, and possible inflated billing.

More than $1 million in city fines since 2008, reportedly concealed by former management and legal counsel.

Allegations of retaliatory foreclosures against vocal owners.

Apparent police collaboration in several incidents involving owner removals or intimidation.

Regulatory agencies aware of the situation since 2008 but allegedly unresponsive despite at least fifteen formal complaints.

Current leadership accused of suppressing owner rights, blocking repairs, and issuing unfounded accusations.

In 2023, after being unable to sell my home due to new construction defects, I was drawn back into the fight — and this time, I’m documenting everything.

Since then, I’ve worked to uncover:

  • $10M+ in potential exposure tied to a construction project with significant allegations of fraud — including missing insulation, unauthorized furring strips, forced window replacements, and concerns of inflated contractor billing.
  • $1M+ in city fines since 2008, allegedly due to unlicensed contractors, and reportedly concealed by HOA legal teams.
  • Allegations of retaliatory foreclosures targeting vocal owners or Board critics — a pattern seemingly consistent with suppression tactics.
  • Apparent whistleblower retaliation in plain sight: public character attacks, police involvement, and concerns of manufactured threats designed to discredit dissenters.
  • Alleged police involvement documented in 120+ videos — raising concerns of officers enabling Board overreach, purported illegal meeting removals, and intimidation.
  • DBPR and city officials have reportedly been aware of these issues since 2008 — yet concerns remain about their failure to act despite over 15+ state complaints and $4.85M in questioned contracts.
  • Current Board and Counsel appear to have cut off communication, reportedly suppressed owner rights, and allegedly blocked repairs while making unverified accusations against owners.

Financial Institutions Formally Notified:

As of May 2025, major stakeholders—including mortgage lenders, banks, title insurers, and mortgage guarantors—have been formally notified of unresolved safety, governance, and financial irregularities at Omega Villas.
Independent reviews are underway and may result in lending restrictions, title holds, or enforcement measures to protect financial interests tied to the property.
