Purpose of Exhibit
To provide a structured presentation of video evidence documenting a pattern of police presence and off-duty officer involvement at community meetings at Omega Villas Condominium Association. These actions appear to support retaliatory or suppressive tactics by certain Board Members and their associates. The exhibit aims to demonstrate how this pattern has affected civil discourse, constitutional rights (including First Amendment protections), and contributed to an atmosphere of fear and manipulation.

Caption for State Review & Media Clarity: This case reflects why corruption within HOAs and COAs continues unchecked across Florida—despite ongoing, well-documented reports to the DBPR and State Officials dating as far back as 2009. The failure to act in the face of credible evidence has enabled years of retaliation, manipulation, and statutory abuse.

There is no known Board vote authorizing the repeated hiring of off-duty officers, making this the fifth or sixth reported instance of this pattern. These reports have been sent to Internal Affairs, yet no disciplinary or policy changes appear to have occurred. Importantly, no violence or threats of violence have been committed by the whistleblower, while hostile behavior from Board supporters has been captured on video, including physical handling of a unit owner by the Treasurer on 4.23.24.

Conclusion
This correspondence and accompanying exhibit will also be submitted as part of a broader RICO investigation request involving alleged collusion, organized retaliation, and coordinated misuse of authority by members of the Omega Villas Board, contracted vendors, and affiliated law enforcement personnel. These materials will be forwarded to the Florida Department of Law Enforcement, State Attorney General, and federal authorities as necessary.
Fiscal Impact & Oversight Failure
Since 2009, the State of Florida has collected approximately $60 million in HOA/COA unit fees through the DBPR, with an additional $7.4 million allocated by Governor Ron DeSantis in 2024 specifically for expanded enforcement under the Condo 3.0 bill (HB 1021). Despite this, corruption and retaliatory abuse continue to flourish. The DBPR’s limited investigatory authority and the City of Plantation’s refusal to open formal investigations have rendered even these enhanced resources ineffective.
This case illustrates how enforcement funding is not translating into justice or protection for homeowners. It raises serious concerns about fiscal accountability, the effective use of taxpayer dollars, and whether the system has been compromised by the very actors it was meant to regulate.
We now call on oversight agencies, the media, and federal authorities to expose this structure of abuse and ensure these taxpayer-funded protections are meaningfully enforced—not just published as political wins.

Despite extensive documentation—ranging from verbal testimony and contractor complaints to physical video evidence and DBPR filings—the City has not initiated any formal investigations into the potentially criminal misconduct documented here. This inaction has allowed the Omega Villas Board to continue its retaliatory practices under a perceived shield of municipal protection.
Assistant State Attorney Margaret Carpenter has been reviewing these matters since April or May 2024 and has acknowledged that no prosecutorial action can be taken until an official investigation is opened. The City of Plantation is fully aware of this limitation, yet continues to ignore mounting evidence and pleas for intervention. As such, their failure to launch an investigation not only enables continued abuse but also directly obstructs state-level accountability efforts.
This Exhibit, paired with public records, complaint filings, and testimonial evidence, reflects a concerning and coordinated misuse of authority. It demands immediate attention from state and federal authorities and calls for the media to examine what may be a deeper structure of municipal indifference or complicity.

This exhibit illustrates a consistent and troubling use of police presence at community meetings to enforce the will of the Omega Villas Board Members — particularly Blaire and Patty — rather than to uphold Florida statutes or ensure community safety. This tactic appears retaliatory and is possibly coordinated.
The undersigned calls on the Plantation Police Department Internal Affairs Division, Florida DBPR, and the State Attorney’s Office to formally investigate whether this constitutes a misuse of law enforcement authority under color of law, collusion, or organized retaliation.
Immediate investigation is warranted to:
- Protect residents’ constitutional & property rights.
- Halt misuse of public resources.
- Hold accountable those responsible for orchestrating these intimidation campaigns.
