For this project that commenced in February of 2024, insulation was removed from the pitched roofs of nearly all 128 units at Omega Villas. This action has raised concerns regarding compliance with the Florida Building Code (FBC) and the potential impact on energy efficiency and structural integrity.

Florida Building Code Considerations

According to the 2020 Florida Building Code, Existing Building (7th Edition), when a roof covering on an existing structure with a wood roof deck is removed and replaced, certain mitigation measures are required:

  • Roof-Decking Attachment: If the existing deck has insufficient fasteners, additional fastening is mandated.
  • Secondary Water Barrier: A secondary water barrier must be provided to prevent water intrusion.

Furthermore, if more than 30% of the structural roof diaphragm is removed, an evaluation of the roof diaphragm and its connections is required to ensure they can resist at least 75% of current wind loads.

Failure to adhere to these requirements may result in non-compliance with the FBC, potentially compromising the building’s resilience to environmental factors.

Based on industry averages, the cost to remove old insulation ranges from $1.00 to $2.00 per square foot, while the cost to install new insulation varies depending on the type:
