Date: May 16, 2025
Submission To: DBPR | Internal Affairs | State Attorney’s Office | Public Record | YouTube
Related Allegations: Collusion, intimidation, law enforcement misuse, retaliation, and rights suppression

Purpose of Exhibit

To provide a structured presentation of video evidence documenting a pattern of police presence and off-duty officer involvement at community meetings at Omega Villas Condominium Association. These actions appear to support retaliatory or suppressive tactics by certain Board Members and their associates. The exhibit aims to demonstrate how this pattern has affected alleged civil discourse, constitutional rights (including First Amendment protections), and allegedly contributed to an atmosphere of fear and manipulation.

The goal is to present factual context so that oversight bodies can evaluate whether these deployments were appropriate, proportionate, and consistent with residents’ rights to peaceful participation in Association affairs.

Video Evidence & Contextual Summary

Prime Example: October 24, 2023 – Regular Board Meeting

Summary:

  • At the October 24, 2023 Omega Villas Board Meeting, five to six off-duty police officers were stationed inside the community, with three police vehicles parked outside.
  • Resident video footage allegedly captures the police presence and allegedly documents the absence of violence, threats, or disruptions during the meeting.
  • No history of prior meeting violence exists that would appear to justify this overwhelming police deployment.
  • No Board vote authorizing this level of security expenditure was presented to the community.
  • The excessive police presence created an apparent climate of fear and likely chilled free speech at the meeting.

Video Evidence:

Relevance:

  • Strongest documented example of abusive intimidation tactics.
  • Highlights excessive use of taxpayer-funded resources to retaliate against peaceful resident dissent.

Summary:

Officer intervenes during a community meeting where Shawn Martin was asserting his legal rights. The interaction escalates as Martin refuses to leave, citing civil liberties and prior retaliation. The officer requests personal information on camera, including date of birth. This event was later reported to Internal Affairs and may serve as a key piece of evidence of constitutional violations.

Link:
https://youtu.be/-1QpioSKnKA

Summary:

Police are present while the Board and attendees argue over First Amendment rights and access to information. Public disruption ensues, yet no arrests or citations are issued. Suggests a pattern of using police as presence rather than enforcement based on actual law violations.

Summary:

In this video, a Plantation PD officer is presented with a formal letter addressed to Internal Affairs. Shawn Martin states he has provided supporting documents and will follow up with written summaries to be included as supplemental exhibits. The officer appears to acknowledge receipt and shows professionalism, but this encounter marks the formal beginning of documented law enforcement complaints.

Title: 4.2.24 BOD MTG clip — Chaos erupts when Levy threatens and police called!
Link:
https://youtu.be/G7vAnrhRMTU

Summary:

Elizabeth Palen discusses community transparency and announces the creation of a WhatsApp group. The meeting quickly devolves as audience members raise concerns about misinformation, prompting another instance of law enforcement being called. No threats or assaults are recorded, indicating this was a pattern of apparent premature calling law enforcement rather than de-escalating.

Title: 10.16.24 BOD Mtg Clip —- Again President tries to use the COP Officer to unlawfully remove Owner
Link: https://youtu.be/-6mlkQnAJOo

Summary:

Community meeting again ends in frustration with unclear reasons for officer involvement. Officer presence does not de-escalate the conflict but instead appears to legitimize Board interruptions and suppression of dissent.

Title: 6.26.24 BOD Meeting Clip — President Threatens Board Member directly!
Link:
https://youtu.be/cXN8LKJxwpU

Summary:

Board Members and their supporters accuse community members (including Shawn Martin) of causing legal expenses by disrupting meetings. Claims of “SLAPP suit” preparation and police involvement are casually made in public discourse, which appears to evidence intimidation. Officers stand by as personal threats are levied.

Title: 10.16.24 BOD MTG — President called Cops again — stopping her from using COA resources against owners
Link: https://youtu.be/PG8_C57UnjM

Summary:

Perhaps the most detailed documentation of verbal challenges, this video captures Shawn Martin openly confronting what he alleges to be illusionary authority, corruption, and off-duty police complicity. Board attempts to remove him from the meeting are filmed. Officer presence again appears to support the suppression of speech rather than impartial enforcement of order.

Caption for State Review & Media Clarity: This case reflects why corruption within HOAs and COAs continues unchecked across Florida—despite ongoing, well-documented reports to the DBPR and State Officials dating as far back as 2009. The failure to act in the face of credible evidence has enabled years of retaliation, manipulation, and statutory abuse.

Title: 10.17.24 Construction Meeting – Off-Duty Police Involvement Again

Link: https://www.tiktok.com/@flcoawhistleblower/video/7427260329966456107

Summary:

In this construction meeting video, Board President Patty is once again seen involving an off-duty City of Plantation Police officer—allegedly to quiet a whistleblower board member and unit owner. There is no known Board vote authorizing the repeated hiring of off-duty officers, making this the fifth or sixth reported instance of this apparent pattern. These reports have been sent to City of Plantation Internal Affairs, yet no disciplinary or policy changes appear to have occurred. Importantly, no violence or threats of violence have been committed by the whistleblower, while alleged hostile behavior from Board supporters has been captured on video, including alleged physical handling of a unit owner by the Treasurer on 4.23.24.

Conclusion

This correspondence and accompanying exhibit are being submitted as part of a formal oversight and accountability request to relevant state and federal agencies regarding alleged coordination, retaliation, and alleged misuse of authority by certain Omega Villas Board members, contractors, and associated personnel.

The materials will be shared with the Florida Department of Law Enforcement, the State Attorney General, and other oversight bodies for independent evaluation and policy review, consistent with public-interest reporting and transparency rights under Florida law.

Fiscal Impact & Oversight Failure

Since 2009, the State of Florida has collected approximately $60 million in HOA/COA unit fees through the DBPR, with an additional $7.4 million allocated by Governor Ron DeSantis in 2024 specifically for expanded enforcement under the Condo 3.0 bill (HB 1021). Despite this, corruption and retaliatory abuse continue to flourish. The DBPR’s limited investigatory authority and the City of Plantation’s refusal to open formal investigations have rendered even these enhanced resources ineffective.

This case appears to illustrate how enforcement funding is not translating into justice or protection for homeowners. It raises serious concerns about fiscal accountability, the effective use of taxpayer dollars, and whether the system has been compromised by the very actors it was meant to regulate.

We now call on oversight agencies, the media, and federal authorities to expose this structure of abuse and ensure these taxpayer-funded protections are meaningfully enforced—not just published as political wins.

This correspondence and accompanying exhibit will also be submitted as part of a broader RICO investigation request involving alleged collusion, organized retaliation, and alleged coordinated misuse of authority by members of the Omega Villas Board, contracted vendors, and affiliated law enforcement personnel. These materials will be forwarded to the Florida Department of Law Enforcement, State Attorney General, and federal authorities as necessary.

The City of Plantation has been repeatedly informed of these issues through formal communications with Internal Affairs, forwarded emails to police administration, and public meetings. Despite extensive documentation—ranging from verbal testimony and contractor complaints to physical video evidence and DBPR filings—the City has not initiated any formal investigations into the potentially criminal misconduct documented here. This inaction has allowed the Omega Villas Board to continue its retaliatory practices under a perceived shield of municipal protection.

Assistant State Attorney Margaret Carpenter has been reviewing these matters since April or May 2024 and has acknowledged that no prosecutorial action can be taken until an official investigation is opened. The City of Plantation is fully aware of this limitation, yet continues to ignore mounting evidence and pleas for intervention. As such, their failure to launch an investigation not only enables continued abuse but also directly obstructs state-level accountability efforts.

This Exhibit, paired with public records, complaint filings, and testimonial evidence, reflects a concerning and coordinated misuse of authority. It demands immediate attention from state and federal authorities and calls for the media to examine what may be a deeper structure of municipal indifference or complicity.

This exhibit illustrates a consistent and troubling use of police presence at community meetings to enforce the will of the Omega Villas Board Members — particularly Blaire and Patty — rather than to uphold Florida statutes or ensure community safety. This tactic appears retaliatory and is possibly coordinated.

The undersigned calls on the Plantation Police Department Internal Affairs Division, Florida DBPR, and the State Attorney’s Office to formally investigate whether this constitutes a misuse of law enforcement authority under color of law, collusion, or organized retaliation.

Request for Independent Review

The undersigned respectfully requests that:

  • Plantation Police Internal Affairs review policies governing off-duty details at HOA/COA meetings.
  • DBPR and State Attorney Offices evaluate whether governance processes have been affected by disproportionate law-enforcement involvement.
  • Media and public-oversight groups consider this documentation in assessing statewide HOA transparency and accountability gaps.
